About LCCM

The Global Fund was founded in 2002 as a global public-private partnership dedicated to attracting and disbursing additional resources to prevent and treat HIV and AIDS, TB and Malaria. This partnership represents an innovative approach to international health financing. The Global Fund currently provides a substantial proportion of international financing for HIV and AIDS, Tuberculosis and malaria programmes.

The Lesotho Country Coordinating Mechanism (LCCM) was formed in 2002 in response to the requirements of the Global Fund. LCCM brings together all key constituencies to oversee and coordinate the Global Fund grants in Lesotho to ensure they are country-owned and driven. The LCCM also serves as a governance body with the responsibility of ensuring transparency and accountability in the utilization of the grants.

Secretariat

The CCM Secretariat is the primary point of communication for the LCCM. It executes the day-to-day functions as delegated by the LCCM and supports the decision-making and other functions of the LCCM executive committee and oversight committee. The CCM Executive Secretary and the CCM Secretariat supports the decision-making and other functions of the LCCM. The LCCM Secretariat is the primary point of communication for the LCCM, receives and allocates communication received for consideration and action under the direction of the CCM members. The CCM Executive Secretary and other staff of the LCCM Secretariat facilitates the work and meetings of the CCM.

Core Functions and Eligibility Requirements

  1. The CCM nominates Principal Recipients and are consulted on the decision or may decide to change Principal Recipients
  2. The CCM coordinates the submission of funding requests to the Global Fund and oversees
    the implementation of programs financed by the Global Fund
  3. Principal Recipients must cooperate with the CCM and regularly discuss plans, share
    information regarding program performance and communicate on program-related matters;
    and
  4. Upon the expiry or termination of a grant, Principal Recipients consults with the CCM in
    the preparation of a plan for the transfer and use of assets purchased with Global Fund grant
    funds.
